Before I begin, let me say this pattern has NOT been tested so there may be inaccuracies. My apologies, but I wrote this up rather hastily. If you find you have an extra sc at the end of a round, just stitch in it and continue...it shouldnt affect the finished piece.
This Topper will fit a jar with a 3" lid

Rnd 2- 2 sc in ea sc around- 8 sc.
Rnds 3-21- Sc in each sc around. At end of last rnd, sl st in next sc and fasten off. Leave a long tail for sewing
Using yellow yarn, cut 63, 2 1/2" pieces. With the fabric marker, lightly stain the pieces to resemble straw. Fold the pieces in half and hook them around the unused loops of rnds 7 of head to create hair and 16 of neck to create fringe. Separate the plys on each strand and trim. Using a large eye needle, repeat the proceedure on the end of each arm, 4 strands per arm to create hands.
Lightly stuff the lower half of the arms, cut a pipe cleaner the length of the arm and insert down into the stuffing (This will allow the arms to bend a little) Sew arms to either side of body between the 1st and 2nd row of the body (rnds 17 and 18)
Run a bead of fabric glue along the loops where the hair is attached to rnd 7. Place the hat on the head, matching the unworked loops of rnd 11 of the hat to the glue. Press in place...allow to set.
Cut a length of stretchy cord a few inches larger than the circumference of the jar neck. Weave the cord in and out between the hdc's of the last rnd of the body, starting and ending at the back. Pull and knot the cord so that it will stretch to fit around the lid snugly. Cut ends
Using photo as a guide, glue onto head wiggly eyes using jewel glue and pom pom nose with fabric glue. Using black fabric paint, paint the mouth as shown (You can also use embroidery thread to make the facial features, if you like). Bend arms into position.
